Preheat oven to 425ยบ and line a baking sheet with parchment. In a food processor, grate cauliflower and transfer to a large bowl. Microwave on high, 8 minutes. Drain thoroughly with paper towels until mixture is dry.
Add egg, ½ cup mozzarella, Parmesan and garlic powder to cauliflower bowl and season with salt and pepper. Mix until combined.
Form cauliflower into thin circle shapes (tortillas) on prepared baking sheet and bake until golden, 15 to 20 minutes.
